He might, however, get something from the

Objects and Reasons (which I attach) to the

Zanzibar Decree.

One other thing is perhaps worth

mentioning.

When Sir E. Dowson was

investigating the Zanzibar problem he produced

a Note on the subject parts of which would be

of some interest to anyone about to tackle

similar problems in China. The Note, of which

a copy is attached, is confidential

but any

useful information that Mr.Caine found in it

he would no doubt pass on to the Bishop.

Sir E.Dowson sets much store by

M.L. Darling's book "The Punjab Peasant in

Prosperity and Debt" which helped him

considerably when dealing with agricultural

indebtedness in Egypt, Palestine and Iraq.

(You will see that Sir Ernest refers to this

book in paragraph 5 of the introduction to his

Note.) It might be worth while telling

Mr.Caine about it.

(As to the Note, if it is sent to

Mr.Caine as this is the last copy remaining

in the Department could he please be asked to

return it to the E.A. Dept. in due course.)
